I-5 North County Enhancements Project

Project Description

The I-5 North County Enhancement project will add carpool lanes and more space for trucks to create a better and safer drive on this busy stretch of freeway.

Santa Clarita, which is now the third-largest city in LA County, is expected to increase its population by more than 25,000 people by 2035 as documented in the City of Santa Clarita’s One Vision One Valley Plan. To prepare for this increase and relieve congestion in the Santa Clarita Valley, Metro and Caltrans District 7, will be making operational and safety enhancements along the Interstate 5 (I-5) freeway in the northern part of LA County from the State Route 14 (SR-14) interchange in Santa Clarita to just south of Parker Rd in Castaic.

These enhancements will augment safety on the freeway by increasing access for merging and offering trucks a separate lane from the general-purpose lanes (GPLs) and are expected to provide a much faster and smoother driving experience in the area for locals and travelers.  Additionally, they are part of a multi-phase program identified in Metro’s Long Range Transportation Plan to ease congestion in LA County.

Division 63 Engineering Support Services Contract

Project Description
LA Metro’s Maintenance and Engineering Department currently supports over 30 active Capital Improvement Projects.  Under the State of Good Repair initiative, Metro employs a variety of projects to keep existing and future transit assets in good working order, while substantially upgrading the overall transit system.  Project Controls support is required in order to maintain these projects where upgrades are taking place, such as the Blue Line Shutdown, so that cost, time, and efficiency can all be maintained.

Gannett Fleming is the prime for on-call engineering support services in support of Rail Maintenance and Engineering, for a total not-to exceed amount of $31,000,000, inclusive of $16,000,000 for the initial two-year base, and $5,000,000 for each of the three, one-year options (effective May 2018 through April 2023).

Firm Role
Mammoth Associates, LLC, provides Project Controls support services which includes:  Full scheduling support, schedule creation, schedule updates, reviewing contractor’s schedules, performing Time Impact Analysis, providing project management support, meeting with project managers in order to review change orders, coordinating project meetings, supporting facilitated partnering and risk mitigation process.  Additionally, Mammoth Associates is responsible for producing the Capital Improvement Program Monthly Status Report – prepared for Executive Officer, Errol Taylor.  Mammoth is also actively engaged in providing scheduling support for the Blue Line Shutdown while maintenance updates are being performed.
